That’s right… fat loss occurs throughout the body, there is no “spot reduction”.
When you are dieting/ exercising for fat loss, that’s why it is easy to get discouraged… the places where you have the most fat are where you will see the results last. You’ll see the changes in other area that have less fat first, because there is less to lose there.
Best way to keep track is to have your body fat % measured at regular intervals (every 2-4 weeks). As long as you are making some progress, keep doing what you are doing.
The other thing to do is to take pics of yourself from the front and side, shots from the waist up and some close ones on your face and neck area. Retake the pics every month or so, and you can compare with the previous ones to see where you have made progress.

Aerobic or Cardio exercise will reduce body fat all over…it is very difficult to spot reduce fat on your body.

Exercise has two effects on the body – loss of weight and toning of muscles. The loss of weight is across the entire body. The toning of the muscles is specific to those muscles used most in whatever form of exercise you choose. The more toned a muscle is, the thinner you appear in that area. Either way, weight loss is best achieved through a combination of exercise, good nutrition and appropriately controlled portion sizes. Anything short of a lifestyle change incorporating these things will have you yo-yoing in weight all through life.

It has been my experience that aerobic exercise results in weight loss all over my body.
I think you will probably really tone your muscles in your waist, though.
    Good luck!

Negative Calorie Foods

The phrase, "negative calorie food", as highlighted in negative calorie diet programs and books, usually refers to foods that allegedly require more energy to digest than they contain. Since the process of digestion requires the use of calories for energy, sometimes the net amount of metabolizable energy available from a food is less than the gross number of calories contained in the food.
